The governing authority in Tellius is a Council of Monarchs. This council has three members, each a monarch representing a state in Tellius. With this setup, no one monarch can ever have absolute power, as all laws passed by the council must be agreed upon by all three monarchs.
The monarchs sole duty is to govern and watch over his/her people, not to rule over them. A monarch should serve his people, not the other way around.

The council monarchs are voted into power with democracy. Though to keep fair rulers in stead, a monarch of one state can only be voted into power by the voters of another state. So, to put it simply, one state will vote for the monarch of another state and vice-versa.

Free speech is aloud in Tellius, and allows people to protest against Monarchs if they think them unfair.

The capitol city of Tellius is where all elections are held, as it is in the centre of the country and is neutral ground, meaning it is not governed by any one of the monarchs, rather it is governed by all three.

Each monarch has his/her own military force, divided into legions. At all times the army of one monarch will be residing in another monarch's state, to prevent any kind of warfare between states. The military of Tellius is solely defensive.
